November could afford to seem more sympathetic, all things considered, but he's here. That he's here shows at least some concern. He doesn't really consider Vin a friend or anything even close to that, but he does have some interest in Vin in general.

I can only assume it was to break him. This place seems to revolve around what we feel and think -- perhaps the Prism was trying to get him to despair.

It seems he was a culprit who escaped getting caught. It's likely there's one left to be found -- and so far there's no reason to think they will be found before they succumb to refraction like Malik.
